COVERED GOODS
Covered goods are semi-finished copper products and intensive copper derivative products listed in the Annex. The Federal Register publishes the Annex as images, so the HTS lines are not listed here; see the source.
EXCLUSIONS
Products also subject to Proclamation 10908 auto duties are subject to the auto duties instead of this proclamation. Non-copper content is not subject to the copper duty and remains subject to reciprocal and other applicable duties.
WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)
Check copper SKUs against the official Annex before entry (the Federal Register publishes its HTSUS tables as images). For covered goods entered on or after August 1, 2025, prepare copper content declarations, review auto-duty overlap, and update landed cost quotes.
