COVERED GOODS
Covered goods are aluminum, steel and copper articles and their derivative articles listed in Annex I-A, Annex I-B and Annex III, with products in Annex II removed. The proclamation names HTSUS Chapters 72, 73, 74 and 76 for metal content conditions. The Federal Register publishes the annex lists as images, so the HTS lines are not listed here; see the source.
EXCLUSIONS
Products listed in Annex II are no longer subject to the additional duties under Proclamation 9704 or Proclamation 9705. Goods in Annex I-B or Annex III with no aluminum, steel or copper content, and certain goods outside Chapters 72, 73, 74 and 76 without sufficient metal content, are not subject to clauses (3) and (5). Prior civil aircraft agreement actions are not altered or superseded. Certain UK products and goods made with U.S.-origin metals receive lower rates.
USMCA
The proclamation lists Mexico and Canada as Trade Agreement Partners for certain manufacturing drawback claims, if the article and metal-origin conditions are met. It does not state a USMCA duty exemption.
WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)
Check which imports are listed in Annex I-A, Annex I-B, Annex II or Annex III and confirm whether the goods contain aluminum, steel or copper. Ask suppliers for smelt, cast, melt and pour information, especially for UK, U.S.-metal, Trade Agreement Partner and Russia-related claims.
