COVERED GOODS
Covered goods are UAS over 25 kilograms, UAS that integrate thermal imagers, UAS docking stations, certain critical UAS components in Annex I, UAS of 25 kilograms or less in Annex II, and certain UAS components in Annex III. The Federal Register publishes the annexes as images, so the HTS lines are not listed here; see the source.
EXCLUSIONS
Products of Japan, the Republic of Korea, Taiwan, Switzerland, Liechtenstein or the EU are capped at no more than 15 percent ad valorem, including Column 1 duty, and products of the United Kingdom are capped at no more than 10 percent, if the certification criteria are met. Approved onshoring plans allow qualifying imports without applicable Section 232 duties during construction, and certain Blue UAS or FCC-listed products receive a delayed effective date.
USMCA
No general USMCA exemption is stated. Canada and Mexico are included as Trade Agreement Partners for the limited manufacturing drawback provision when the article meets the stated conditions.
WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)
Check whether UAS, docking stations and components fall within Annex I, Annex II or Annex III (published as images in the Federal Register document), and watch for Commerce notices. Suppliers should assess whether partner-country caps, Blue UAS or FCC delayed timing, drawback limits, or the onshoring program apply before pricing imports.
