COVERED GOODS

Certain products of Canada set forth in Annex II to the proclamation. The Federal Register publishes the Annex II as images, so the HTS lines are not listed here; see the source.

EXCLUSIONS

As first proclaimed, the duties did not apply to articles subject to Section 232 duties or to articles, excluding unmanned aircraft, subject to the WTO Agreement on Trade in Civil Aircraft. From September 15, 2026, Proclamation 11065 makes the duties apply in addition to Section 232 duties.

WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)

Check the Annex II HTS list in the source document before entry (it is published as images, so we do not list the tariff lines). Also screen Canadian-origin entries for Section 232 coverage and civil aircraft agreement coverage before applying the new duty.

Proclamation 11048, signed July 20, 2026, sets a 50 percent Section 338 duty on Annex II Canadian products from Aug 19, 2026, not on Section 232 articles or civil aircraft agreement articles (except unmanned aircraft); Proclamations 11063 and 11065 say the Aug 19 start was suspended by Proclamation 11056 and the duties became effective Aug 22, 2026; still in effect as modified.
