RATE
10%, 15% or 25%
Annex I-C temporary rate 25%; named jurisdictions adjusted so Column 1 plus Section 232 duty totals 15% if Column 1 is below 15%, or zero extra if Column 1 is at least 15%; 10% for qualifying U.S. metal content; Canada and Mexico USMCA goods pay 25% on non-U.S. content with a 15% floor.

COVERED GOODS
Aluminum, steel and copper articles and derivative articles under the Section 232 metals regimes, including agricultural equipment, certain predominantly residential HVAC systems and components, mobile industrial equipment and machinery, aluminum lithographic plates and steel racks. The Federal Register publishes the annexes as images, so the HTS lines are not listed here; see the source.
EXCLUSIONS
Lower rates or modified calculations apply for named jurisdictions, qualifying U.S. metal content and qualifying USMCA goods from Canada and Mexico. The U.S. aluminum, steel or copper content threshold for being deemed composed entirely of U.S. metal is changed to at least 85% by weight of that metal content.
USMCA
For Canada and Mexico goods qualifying for USMCA preferential tariff treatment, the 25% duty applies only to non-U.S. content, but the total effective duty cannot be less than 15% ad valorem.
WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)
Review affected SKUs against Annex I-C, Annex IV and the Proclamation 11021 product lists, especially agricultural equipment, residential HVAC, mobile industrial equipment, aluminum lithographic plates and steel racks. For entries from Canada or Mexico or products claiming U.S. metal content, collect documentation on USMCA qualification, U.S. content and metal origin before June 8, 2026 entries.
