COVERED GOODS

Steel articles covered by HTSUS heading 9903.80.01, derivative steel articles described in Proclamation 9980 Annex II, and additional derivative steel articles in this proclamation's Annex I or later annexes. The proclamation names Chapter 73 for derivative steel treatment. The Federal Register publishes the Annex I product list as images, so the HTS lines are not listed here; see the source.

EXCLUSIONS

Additional duties for Annex I derivative steel articles do not apply to derivative steel articles processed in another country from steel articles melted and poured in the United States. Granted product exclusions remain effective until expiration or until excluded volume is imported, whichever occurs first. Existing general approved exclusions terminate March 12, 2025.

USMCA

Canada and Mexico arrangements are terminated. As of March 12, 2025, steel articles and derivative steel articles from Canada and Mexico are subject to the additional ad valorem tariffs.

WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)

Review steel and derivative steel SKUs for coverage under the listed Section 232 steel headings and prepare entries from all countries for the additional 25 percent duty beginning March 12, 2025. Track the Commerce notice for the Annex I derivative steel certification date and confirm any remaining granted exclusions, since general approved exclusions end March 12, 2025.
