COVERED GOODS
International postal network merchandise valued at $800 or less is no longer eligible for de minimis treatment. The new postal informal entry process covers eligible mail shipments valued at $2,500 or less, limited to goods classifiable only in HTSUS chapters 1 through 97, with formal entry required for specified categories including quota, AD/CVD, PGA requirements, Chapter 98 or 99 duties, and FTA claims.
EXCLUSIONS
The rule does not affect bona fide gift exemptions under 19 U.S.C. 1321(a)(2)(A) or personal or household articles accompanying travelers under 19 U.S.C. 1321(a)(2)(B). The postal informal entry process is unavailable for specified goods that must use formal entry.
WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)
Do not treat international mail shipments valued at $800 or less as duty-free de minimis. For mail shipments valued at $2,500 or less, confirm HTS classification, duty rate, bond coverage and whether formal entry is required before the July 24, 2026 postal informal entry process starts.
