USTR phases in Section 301 tariffs on non-CAFTA-DR goods from Nicaragua
USTR determined that Nicaragua's labor rights, human rights and rule of law practices are actionable under Section 301 and set a tariff on Nicaraguan goods not originating under CAFTA-DR, phased in at 0 percent in 2026, 10 percent in 2027 and 15 percent from 2028. USTR implemented it in fr-2025-23892, which creates HTS heading 9903.89.01; follow that row for the duties.
