COVERED GOODS
Products of China in the 279 List 2 subheadings listed in U.S. note 20(d) to subchapter III of chapter 99 (Annex A of the notice), chapters 27 to 90. Chapters and product families are computed from the 8-digit subheadings in the list's annexes as published. Later notices moved some lines (HTS revisions, exclusions, the 2024 four-year review), so the binding list is U.S. note 20 to subchapter III of chapter 99 of the current HTSUS.
EXCLUSIONS
USTR will establish a process for U.S. stakeholders to request that particular products classified within covered HTSUS subheadings be excluded from the additional duties.
WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)
Check each China-origin SKU's 8-digit HTS code against List 2 in U.S. note 20 to chapter 99 of the current HTSUS (USITC HTS search) and keep the Section 301 duty in landed cost and quotes. Check the 178 exclusions extended to November 9, 2026 (fr-2025-21671) before you pay or reprice.
