Continues the suspension of duty-free de minimis treatment for all countries
This order keeps duty-free de minimis treatment unavailable for low-value shipments from all countries from February 24, 2026. The special postal duty tied to the February 20, 2026 temporary import surcharge applied only until July 24, 2026, when CBP's postal informal entry process took effect; postal shipments now go through that process.

COVERED GOODS
Any shipment of articles not covered by 50 U.S.C. 1702(b), regardless of value, country of origin, mode of transportation, or method of entry. International postal shipments are subject to the special postal duty rule.
EXCLUSIONS
Articles covered by 50 U.S.C. 1702(b) are outside the stated suspension. Postal shipments that would otherwise qualify for de minimis pass free of duties except those in section 3 until CBP's new postal entry process becomes effective.
WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)
Do not assume low-value shipments can enter duty free. For postal shipments, prepare to declare country of origin and value to CBP and apply the duty methodology tied to the February 20, 2026 temporary import surcharge.
