TARIFF TRACKER

Implements the U.S.-Japan agreement with a 15 percent baseline tariff framework

Sets Japan-origin goods under a baseline tariff framework that generally brings duty to 15 percent, replacing prior reciprocal duties. It also gives Japan-specific treatment for civil aircraft, autos and parts, and possible zero reciprocal rates for certain natural resources and generic pharmaceutical goods.

COVERED GOODS

Products of Japan generally, based on each product's Column 1 rate. The order also covers Japan-origin automobiles and automobile parts subject to Proclamation 10908, products under the WTO Agreement on Trade in Civil Aircraft except unmanned aircraft, natural resources unavailable or insufficiently available in the United States, generic pharmaceuticals, generic pharmaceutical ingredients, and generic pharmaceutical chemical precursors. No HTS chapters or headings are listed.

EXCLUSIONS

Products of Japan under the WTO Agreement on Trade in Civil Aircraft, except unmanned aircraft, are relieved from tariffs under EO 14257 and Proclamations 9704, 9705 and 10962 as of a later Federal Register notice. The Secretary may set the reciprocal tariff rate to zero for natural resources unavailable or insufficiently available in the United States and specified generic pharmaceutical products.

WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)

Check Japan-origin SKUs against their Column 1 duty rates and identify any autos, auto parts, or civil aircraft products covered by the order. Watch for the Commerce, CBP, and ITC Federal Register notices needed for HTSUS changes and refunds for entries on or after August 7, 2025.

Awaiting check

The 15% baseline rested on IEEPA and fell with the Supreme Court ruling of Feb 20, 2026 (see scotus-24-1287). This order also set Japan's Section 232 auto and parts treatment, which we have not yet confirmed is still applied. Check current CBP guidance before relying on it.
