TARIFF TRACKER
Modifies reciprocal tariff rates for goods of foreign trading partners
This order replaces prior reciprocal tariff rates with partner-specific rates listed in an annex that the Federal Register publishes as images. It also sets a 10 percent reciprocal duty for goods of partners not listed in the annex and a 40 percent duty for transshipped goods used to evade the duties.

10%; EU to 15%
Annex I rates for listed trading partners. 10% for partners not listed in Annex I. EU goods use a formula to reach 15% total duty when Column 1 duty is below 15%, or 0% additional duty when Column 1 duty is at least 15%. 40% for transshipment to evade duties.

COVERED GOODS
Goods of foreign trading partners subject to the reciprocal tariff program under Executive Order 14257, with country-specific Annex I rates and applicable exceptions. The Federal Register publishes the annexes as images, so the HTS lines are not listed here; see the source.
EXCLUSIONS
Goods loaded onto a vessel and in transit before the effective time, and entered before 12:01 a.m. eastern daylight time on October 5, 2025, remain subject to the prior Executive Order 14257 duties instead of the new additional duty. The order also preserves applicable exceptions in Executive Order 14257, as amended.
WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)
Review entries against the partner-specific Annex I rates once the annex data is available from an accessible source, and flag any goods that may use the in-transit transition rule. Confirm origin and routing documentation because CBP-determined transshipment to evade these duties carries a 40 percent additional duty.
