Bars stacking of certain auto, Canada, Mexico, steel and aluminum tariffs

This order creates a priority rule so certain auto, Canada, Mexico, steel and aluminum tariffs do not all stack on the same article. It applies retroactively to covered entries made on or after March 4, 2025, with refunds handled under CBP procedures.

Awaiting check

Needs review: the Canada and Mexico parts of this rule lapsed with the IEEPA duties (EO 14389). CBP still applies its rule that auto and truck parts duties take priority over metals duties (CSMS 69087399, CBP IEEPA FAQ), pending CBP's post-ruling stacking guidance. No rate is shown.
