COVERED GOODS

Crystalline silicon photovoltaic cells, modules, laminates and panels from Cambodia, Malaysia, Thailand and Vietnam. Covered merchandise is classified under HTSUS 8541.42.0010 and 8541.43.0010 and may also enter under listed 8501 and 8507 subheadings.

EXCLUSIONS

Excludes thin film photovoltaic products made from amorphous silicon, cadmium telluride or copper indium gallium selenide, certain small integrated consumer goods and specified off-grid panels. Also excludes modules, laminates and panels produced in a subject country from third-country cells, and products covered by the China solar cell AD/CVD orders.

WHAT TO DO (OUR GUIDANCE, NOT LEGAL ADVICE)

Check whether imported solar cells or modules use cells produced in Cambodia, Malaysia, Thailand or Vietnam, then match the producer and exporter to the listed CVD cash deposit rate. Review the scope exclusions and HTS subheadings, and use the written scope rather than HTS alone.
